VNC Motions about the Venice Land Use Plan

Hello VNC board, LUPC, and the Venice community,

 
As we all know, the coastal commission certified the Venice Land Use Plan on June 14, 2001. On October 28, 2025, Traci Park submitted a motion to the City Council as CF 25-1282, titled Certified Venice Land Use Plan / Venice Coastal Zone / Commercial Use / Ordinance / Amendment as Councilwoman for District 11 that includes Venice. That motion has not been brought to the Venice community despite a dedicated Department of City Planning team that is working on a certified Venice Local Coastal Program. This is inexcusable. State law preempts local zoning and ordinances. Ms. Park and her office do not have control of the implementation of the Coastal Act in Venice through a City Council motion to “amend” the Venice LUP but that appears to be what she is endeavoring to do here. 
 
Today, VNC’s LUP have a motion as agenda item 13(2) that reads:
 

Motion:

Resolved, the Venice Neighborhood Council supports the motion in City Council File 25-1282 to

amend the certified Venice Land Use Plan to clarify Policy I.C.1. Industrial Land Use, to explicitly

prescribe that commercial uses are permitted on industrially designated land, on the condition that

high quality industrial uses and artist studios/“artist studios with residences” are the priority uses over

commercial use.

This motion is cynical and a complete overreach by people on that committee who definitely know better.
 

As certified by the California Coastal Commission, Venice LUP Policy I.C.1. explicitly states : “Commercial use of industrially designated land shall be restricted.” 

It is unambigious language. Ms. Park is a lawyer! Ms. Park’s proposed amendment to the Venice LUP is consequential, especially for the historic Black Oakwood residentail neighborhood with a majority of the industrially zoned property in Venice bordering this community; and any approval of CF 25-1282 would be an intensification of commercial use in those parcels. That change would impact tunambiguoushe peaceful enjoyment of private property and quality of life of Oakwood residents; and that change would prejudice the development of a certified LCP.

 
The only motion the VNC/ LUPC should be making is to immediately request the Department of City Planning team that is working on a certified Venice Local Coastal Program to hold community outreach meetings; generate analysis and findings; and report those findings back to the Venice community, City Council, and Costal Commission for further action. 
 
You must deny Item 13(2) for these reasons but not limited to these reasons.
